The Failure of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The succession of contrasting events captured the harsh reality of the current period. By day, political struggles are waged: positive announcements are released from different nations. Significant resources is devoted on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from enemy soil, a capacity afforded by current data. From witness perspectives, military aircraft that had been dispatched to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by Western nations. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly becomes sober acceptance: maybe the incoming missile won't strike its target this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon fired at a aerial vehicle close by, part of a defensive team – almost certainly imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its target.

Intermittently, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a need that regional partners are clearly incapable to substitute in the near term.

Unsuccessful Negotiations

The detailed framework from US administration provoked deep reactions, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new approach from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This cycle will, undoubtedly, continue.

Tactical Assessments

It is tempting to accuse certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington works based on a assumption familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is impossible to force Russia to abandon the areas that it already controls in Ukraine's south or east.

The issue is that while accepting these circumstances, American administration does nothing to deter Moscow, through words or deeds, from believing that the situation will not change more in its favour in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but preventing a entire defensive failure until conditions improve in its favour.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains very improbable that this will change their overall approach.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a just a single week to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.

While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
